Bersatu information chief Wan Saiful Wan Jan and a businessperson linked to the Jana Wibawa programme have been charged in court with graft.
Wan Saiful claimed trial at the Kuala Lumpur Sessions Court this morning after he was slapped with two charges – first for soliciting a bribe of an unspecified amount and second for receiving a bribe of RM6.96 million between July 8, 2022, and Sept 30, 2022.
The Tasek Gelugor MP was accused of soliciting a bribe from one Lian Tan Chuan as an inducement to help Nepturis Sdn Bhd secure a project called “Central Spine Road: Sertik Ke Persimpangan Lebuhraya Pantai Timur” from the federal government through pre-qualification.
The project was supposed to be valued at RM232 million.
The second charge accused Wan Saiful of receiving, through his company WSA Advisory Group Sdn Bhd, the RM6.96 million from Nepturis, as an inducement to help the latter secure a letter of award for the same project.
Both charges were alleged to be in violation of Section 16(a)(A) of the MACC Act 2009.
Wan Saiful faces imprisonment of up to 20 years and a fine not less than five times the value of the inducement.
The charges were read out before judge Azura Alwi who set bail at RM400,000 and ordered Wan Saiful’s passport to be confiscated.
Azura also set March 22 for case mention.
Lawyers Hisyam Teh Poh Teik and Rozal Azimin Ahmad are representing Wan Saiful while DPP Wan Shahruddin Wan Ladin is prosecuting.
Company records state that Nepturis is co-owned by Aliza Abdul Malek and Mohd Rizman Akum Khan. Both are listed as directors.
Several Bersatu top brass accompanied Wan Saiful to court including party president Muhyiddin Yassin, vice-president Mohd Radzi Md Jidin, vice-president Ronald Kiandee, secretary-general Hamzah Zainudin, and Youth chief Wan Ahmad Fayhsal Wan Ahmad Kamal, among others.
Two counts for businessperson
At a separate court, businessperson Adam Radlan Adam Muhammad was charged today with seeking a bribe of between 3.5 percent and 7 percent from the value of a project.
The bribe was sought from Mat Jusoh Mamat who is the managing director of MIE Infrastructure & Energy Sdn Bhd as an inducement to help the company secure a letter of award for a project under the government’s Jana Wibawa programme.
Adam Radlan also faces a second charge of receiving RM500,000 from Mat Jusoh as an inducement to help the company obtain a letter of award for a road project in Perlis valued at RM47.8 million.
Adam Radlan claimed trial before judge Suzana Hussin and bail was set at RM120,000. The case is set for mention on March 23.
Company records show that Mat Jusoh is the majority stakeholder and director of MIE Infrastructure & Energy Sdn Bhd.
Jana Wibawa, an acronym for ‘Program Jana Ekonomi Pemerkasaan Kontraktor Bumiputera Berwibawa’, was a Covid-19 stimulus programme for contractors which are 100 percent bumiputera-owned.
The Muhyiddin Yassin administration introduced it in November 2020.

Businessman Adam Radlan charged with accepting RM500,000 bribe
KUALA LUMPUR: Businessman Adam Radlan Adam Muhammad has claimed trial to soliciting and accepting a bribe of RM500,000 in relation to the Jana Wibawa programme.
The two charges were read in the sessions court here this morning before judge Suzana Hussin.
The Segambut Bersatu deputy chief is alleged to have solicited between 3.5% and 7% of a RM47.8 million road construction project in Perlis.
Adam Radlan, 42, is said to have solicited the money at a restaurant here in March last year from Mat Jusoh Mamat, managing director of MIE Infrastructure and Energy Sdn Bhd, as a kickback for the company to obtain a letter of agreement for the project under Jana Wibawa.
He is also alleged to have accepted RM500,000 from Mat Jusoh that was deposited into his CIMB bank account to help obtain the acceptance letter.
The offence was allegedly committed on Nov 26, 2021 at the Bukit Tunku CIMB branch here.
The charges were framed under Section 16(a) of the Malaysian Anti-Corruption Commission (MACC) Act and punishable under Section 24(1) of the same Act, which provides for up to 20 years’ jail and a minimum fine of RM10,000 upon cionviction.
Suzana granted Adam Radlan bail of RM120,000 in two sureties and ordered him to surrender his passport to the court.
He was also ordered to report himself to MACC every month until the date of his trial.
The judge set March 23 for mention.
Deputy public prosecutor Farah Yasmin Salleh prosecuted, while lawyers Rajan Navaratnam and Roshan Selvaratnam appeared for the accused.
Earlier, Bersatu information chief Wan Saiful Wan Jan claimed trial to soliciting an undisclosed amount and accepting RM6.9 million in bribes in relation to Jana Wibawa.
Wan Saiful is alleged to have accepted RM6.9 million through a CIMB bank account belonging to his company, WSA Advisory Group Sdn Bhd, from a Maybank account of Nepturis Sdn Bhd.
He is also alleged to have solicited an unspecified amount from Lian Tan Chuan at the Royal Lake Club here in April last year to help the company secure the RM232 million Central Spine Road project from the federal government. FMT
