EMERGENCY RULE OR NOT – MUHYIDDIN IS STILL A SITTING DUCK! ENJOY YOUR PM-SHIP WHILE YOU CAN – REMEMBER PERAK CRISIS – AND HOW UMNO SUDDENLY POUNCED FROM BEHIND?

While we pay tribute to the Yang Dipertuan Agong for the emergency order that he allowed to be implemented since yesterday, it should also be understood that it was enforced after receiving advice from Muhyiddin Yassin as Prime Minister.

It was mentioned that the emergency advice was given to deal with Covid19, but with the two main implementations related to the emergency namely the suspension of Parliament and no GE can be held until the duration of enforcement, the reason itself seems confusing.

School children are certainly confused and teachers certainly do not have the right answer to the question – what should Parliament do to be suspended to deal with Covid19?

It further gives the general interpretation that this emergency is purely political in nature, aimed at preventing the legitimacy of the Prime Minister to be determined in the House of Representatives and to avoid the GE being held in the near future.

Indirectly, this emergency also seems to deny the appointment of a new Prime Minister following until now, three UMNO MPs have openly attracted support, thus showing that Muhyiddin no longer has the support of the majority.

For that, what should UMNO do now following the implementation of PKP and the emergency seems to have curbed any action to bring down Muhyiddin, when that is the real desire of UMNO?

Also, can a new Prime Minister be appointed during this emergency period?

Scanning what happened before where Muhyiddin himself was appointed Prime Minister not through Parliament, but only through a movement while eating at the Sheraton Hotel, this shows the same repetition can be done.

In Kedah, Mukhriz Mahathir was also dropped outside the DUN and the appointment of Sanusi Mohd Noor as his successor was not done through the State DUN.

To appoint a new Prime Minister or head of state government, it does not require Parliament and DUN, but the consent of the Palace based on the practice of the Constitutional Monarch.

In this case, UMNO already has a resolution and agreed by the MT to sever ties with Bersatu, the matter no longer needs to be brought to the UMNO General Assembly to be finalized.

With the emergency enforcement that did not allow the UMNO General Assembly on January 31 to be held, then there are three UMNO MPs – Tengku Razaleigh Hamzah, Ahmad Jazlan Yaakob and Nazri Aziz who so far announced that they no longer support Muhyiddin, it is still not strong enough to reject the Prime Minister The Minister, although mathematically he has no support and must resign.

There should be at least three or four more MPs needed to make an announcement to attract support for the Prime Minister if UMNO really wants to bring down Muhyiddin.

After that, a special meeting of MT UMNO should be held to confirm the withdrawal of the support, accompanied by a resolution that all its Members of Parliament who hold positions in the government resign immediately.

MPs who refuse to comply with MT’s instructions, mean that they violate party directives and are automatically dropped from UMNO membership.

In this way, only then can the Yang Dipertuan Agong be convinced that Muhyiddin really has no more support and Istana Negera is justified in appointing a new Prime Minister to replace him.

As Muhyiddin himself was not only not appointed through Parliament, but also did not dare to validate his position through a vote of confidence or a vote of no confidence in the Dewan Rakyat, then there is no ban for the new Prime Minister from being appointed through Parliament.

What is important is that Muhyiddin needs to show the world clearly that he no longer has the support of the majority and with it may prompt the Agong to choose the path of wisdom to unravel the confusion.

The emergency only suspended Parliament and did not allow the GE to be held, but that did not mean that the appointment of the PM at Istana Negara was included in the ban, what more after it became known that Muhyiddin’s world had lost support.

UMNO, in this case does not need to move any further from the intentions and resolutions that have been agreed, finalized and supported by its grassroots members through the motion to reject Bersatu which is approved in parts of the whole country.

Since rejecting Bersatu and toppling Muhyiddin does not allow the GE to be held, supporting the new Prime Minister is the only option available.

After all, if UMNO wants to survive, the right choice is to act immediately and not just sit behind the emergency that is in force until August 1.

This is a struggle of life and death because in a special emergency message by Muhyiddin, his words that “the court will run as usual during the emergency period and I do not interfere in the affairs and decisions of the court”, should not be difficult to understand by UMNO.

Although Muhyiddin said he would not interfere in business and the court decision, but by quoting the sentence in his message that has nothing to do with emergency or Covid19, he not only tried to warn, especially to Zahid Hamidi and Najib Razak, but also showed a tendency, desire and intention to interfere in court affairs.

If not, what is the purpose of Muhyiddin calling it?

DARURAT DAN PARLIMEN DIGANTUNG TIDAK MENGHALANG PERLANTIKAN PM BARU

Sementara kita menjunjung kasih kepada Yang Dipertuan Agong atas perintah darurat yang diperkenankan baginda untuk dilaksanakan sejak semalam, harus juga difahami ia dikuatkuasakan setelah mendapat nasihat daripada Muhyiddin Yassin selaku Perdana Menteri.

Disebutkan bahawa nasihat darurat itu dberikan untuk menangani Covid19, tetapi dengan dua perlaksanaan utama berkaitan darurat itu iaitu menggantung Parlimen dan tiada PRU boleh diadakan sehingga sepanjang tempoh penguatkuasaan, alasan itu dengan sendirinya nampak mengelirukan.

Budak-budak sekolah tentu jadi keliru dan guru pula pasti tiada jawapan yang tepat dengan persoalan – apa kaitan Parlimen harus digantung untuk menangani Covid19?

Ia seterusnya memberi tafsiran umum bahawa darurat ini adalah bersifat politik semata-mata, bertujuan menghalang keabsahan Perdana Menteri ditentukan di Dewan Rakyar dan mengelak PRU diadakan dalam waktu terdekat ini.

Secara tidak langsung, darurat ini juga seakan untuk menidakkan perlantikan Perdana Menteri baru susulan sehingga kini sudah tiga Ahli Parlimen UMNO secara terbuka menarik sokongan, sekaligus menunjukkan Muhyiddin tiada lagi dokongan majoriti.

Untuk itu, apa yang harus UMNO lakukan sekarang berikutan perlaksnaan PKP dan darurat seakan telah mengekang sebarang tindakan untuk menjatuhkan Muhyiddin, sedangkan itulah keinginan sebenar UMNO?

Selain itu, bolehkah Perdana Menteri baru dilantik dalam tempoh darurat ini?

Mengimbas apa yang berlaku sebelum ini di mana Muhyiddin sendiri dilantik sebagai Perdana Menteri bukan melalui Parlimen, sebaliknya hanya melalui gerakan sambil makan-makan di Hotel Sheraton, ini menunjukkan ulangan yang sama boleh dilakukan.

Di Kedah pula, Mukhriz Mahathir turut dijatuhkan di luar DUN dan perlantikan Sanusi Mohd Noor sebagai penggantinya tidak dilakukan melalui DUN Negeri.

Untuk melantik Perdana Menteri atau ketua kerajaan negeri yang baru, ianya tidak memerlukan Parlimen dan DUN, tetapi persetujuan pihak Istana berdasarkan amalan Raja Berperlembagaan.

Dalam hal ini, terlanjur UMNO sudah ada ketetapan usul dan dipersetujui oleh MT untuk memutuskan hubungan dengan Bersatu, perkara itu tidak perlu lagi dibawa ke Perhimpunan Agung UMNO dimuktamadkan.

Dengan penguatkuasaan darurat yang tidak membenarkan Perhimpunan Agung UMNO 31 Januari depan daripada diadakan, kemudian terdapat tiga Ahli Parlimen UMNO – Tengku Razaleigh Hamzah, Ahmad Jazlan Yaakob dan Nazri Aziz yang setakat ini mengumumkan tidak lagi menyokong Muhyiddin, ia sebenarnya masih belum kuat untuk menolak jatuh Perdana Menteri, walupun secara matematiknya beliau sudah tiada sokongan dan mesti meletak jawatan.

Sekurang-kurangnya harus ada tiga atau empat lagi Ahli Parlimennya diperlukan untuk membuat pengumuman menarik sokongan terhadap Perdana Menteri jika UMNO benar-benar mahu menjatuhkan Muhyiddin.

Selepas itu, mesyuarat khas MT UMNO hendaklah diadakan bagi mengesahkan penarikan sokongan tersebut, disertai dengan ketetapan agar semua Ahli Parlimennya yang memegang jawatan dalam kerajaan meletakkan jawatan secara serta-merta.

Ahli Parlimen yang enggan mematuhi arahan MT, bermakna mereka melanggar arahan parti dan tergugur keahlian UMNO secara automatik.

Dengan cara ini, barulah dapat meyakinkan Yang Dipertuan Agong bahawa Muhyiddin benar-benar tiada lagi sokongan dan Istana Negera berkewajaran melantik Perdana Menteri baru untuk menggantikannya.

Sebagaimana Muhyiddin sendiri bukan saja tidak dilantik melalui Parlimen, malah tidak berani mengabsahkan kedudukannya melalui undi percaya atau undi tidak percaya di Dewan Rakyat, maka tiada larangan untuk Perdana Menteri baru daripada dilantik melalui luar Parlimen.

Yang penting Muhyiddin perlu ditunjukkan secara nyata kepada dunia bahawa beliau tiada lagi sokongan majoriti dan dengannya mungkin mendorong Agong memilih jalan kebijaksanaan merungkai kekusutan.

Darurat hanya menggantung Parlimen dan tidak membenarkan PRU diadakan, namun tidak bermakna perlantikan PM di Istana Negara termasuk dalam larangan, apa lagi setelah diketahui dunia Muhyiddin telah hilang sokongan.

UMNO, dalam hal ini tidak perlu berganjak lagi daripada niat dan ketetapan yang telah dipersetujui, dimuktamadkan dan disokong oleh ahli-ahli akar umbinya melalui usul menolak Bersatu yang diluluskan di bahagian-bahagian seluruh negara.

Oleh kerana menolak Bersatu dan menjatuhkan Muhyiddin tidak memungkinkan PRU diadakan, menyokong Perdana Menteri baru adalah satu-satunya pilihan yang ada.

Lagi pula, jika UMNO mahu terus hidup, pilihan yang wajar ialah mesti segera bertindak dan jangan duduk diam saja di sebalik darurat yang dikuatkuasakan sehingga 1 Ogos depan.

Ini adalah perjuangan hidup dan mati kerana dalam perutusan khas darurat oleh Muhyiddin, kata-katanya bahawa “mahkamah akan berjalan seperti biasa sepanjang tempoh darurat dan saya tidak campur urusan serta keputusan mahkamah”, seharusnya tidak sukar untuk difahami oleh UMNO.

Walaupun Muhyiddin mengatakan tidak akan campur dalam urusan dan keputusan mahkamah, tetapi dengan menyebut ayat tersebut dalam perutusannya yang jelas tiada kaitan dengan darurat atau Covid19, beliau bukan saja seperti cuba memberi amaran, khususnya kepada Zahid Hamidi dan Najib Razak, malah menunjukkan kecenderungan, keinginan dan niat untuk campurtangan dalam urusan mahkamah.

Kalau tidak, apa tujuan Muhyiddin menyebutnya?
